Residential, commercial, and industrial development on private land in Duchesne County should be allowed to continue in a responsible manner and in locations that contribute to the economic and social well-being of County residents. The land subdivision process is used to accomplish this objective. Per County code, a subdivision is any land that is divided, resubdivided or proposed to be divided into two (2) or more lots or other division of land for the purpose, whether immediate or future, for offer, sale, lease or development, either on the installment plan or upon any and all other plans, terms and conditions.

Duchesne County Land Use Application Form
Use this form to submit a subdivision plat, a conditional use permit, a variance, an amended plat, or an appeal to the Planning Commission. Note: placement on the Planning Commission agenda requires a complete application. A complete application includes:
- a completed Land Use Application Form;
- all applicable fees paid;
- any plats, drawings, and supplements as outlined by the subdivision and zoning ordinance.

2006 Wildland Urban Interface Code
The 2006 Wildland Urban Interface (WUI) Code ensures development in unincorporated areas protect public health, safety, and welfare. Developers must comply with Section 405 of this code, and provide a Fire Protection Plan as part of the minor- and standard- subdivision submission process. This Fire Protection Plan must be approved by Duchesne County's Fire Official and the designated State of Utah Fire Warden assigned to the County prior to subdivision approval or the first building permit is issued.
