2024 General Election

Notice is given to qualified persons residing within Duchesne County that the General Election will be held Tuesday, November 5, 2024, from 7:00 AM – 8:00 PM

• Notice is given of sample ballots for the 2024 General Election. Sample ballots can be found at: https://duchesne.utah.gov/gov/elected-officials/clerk-auditor/elections-home/whats-on-the-ballot/sampleballot/
• Notice is given that Duchesne County will publicly conduct a logic and accuracy test of the tabulating equipment used to count the ballots for the General Election on October 8 at 1:00 PM. The test will be conducted in the Duchesne County Administration Building, Conference Room #1. The test is open to the public in accordance with Utah Code 20A-4-104 and 20A-3-201 (See Logic and Accuracy Public Notice)
• Notice is given of early voting dates and times as follows:
• October 22  – November 1, 9:00 AM - 4:00 PM - In Person/Early Voting (Admin Building - Duchesne)

• Notice is given that Duchesne County will provide voting assistance and have an ADA approved voting equipment at Duchesne County Administration Building, Conference Room #1, (734 N Center Street, Duchesne) during early voting and on Election Day, Tuesday, November 5, 2024
• Notice is given that Duchesne County will provide voting assistance and have ADA-approved voting equipment at Crossroads Senior Center in Roosevelt (50 E 200 S, Roosevelt) on Tuesday, November 5, 2024, from 7:00 AM to 8:00 PM.
• Notice is given that Duchesne County Canvass of Election will be conducted on Monday, November 25, 2024, at 1:00 PM.
• Qualification to Vote: U.S. Citizen, resident of the State of Utah for over 30 days preceding the election, 18 years of age by November 5, 2024. To register to vote or to update information, visit vote.utah.gov.
• Ballots will be mailed out around October 15^th, 2024.

2024 General Election Certification

I, Deidre M. Henderson, Lieutenant Governor of the State of Utah, do hereby certify that:

Pursuant to Utah Code Annotated §20A-9-701 the names of the following candidates nominated under Subsections 20A-9-202(4) and 20A-9-403(5) shall appear in the order listed on the 2024 Utah General Election ballot; and,

Pursuant to Utah Code Annotated §20A-5-409, the names of the following candidates are qualified to be printed on the ballot and shall appear in the order listed on the 2024 Utah General Election ballot; and,

Pursuant to Utah Code Annotated  §20A-12-201(3)(a), the names of the following judicial offices subject to retention election shall appear on the 2024 Utah General Election ballot; and,

Pursuant to Utah Code Annotated §20A-7-103(4), the following proposed constitutional amendments as passed by the Utah State Legislature shall appear on the 2024 General Election ballot; and,

Pursuant to Utah Code Annotated §20A-8-106(2)(b), the following official parties are currently registered in Utah; and,

County clerks shall refer respectively to the attached list of names of candidates who have filed declarations for offices with districts in all or part of the county; and,

County clerks shall also include in the 2024 Utah General Election ballot county and municipal ballot propositions that have legally qualified for placement on the ballot that are not included on this certification.

Certified Candidates 2024 Regular Primary Election

I, Deidre M. Henderson, Lieutenant Governor of the State of Utah certify:

1. The attached list of candidates for federal, single-county, multi-county, and county office whose names must appear on the June 25, 2024 primary ballot;
2. that qualified political parties have certified the candidates whose names should appear on the June 25, 2024 primary election ballot for partisan offices;
3. that qualified political parties have certified the candidates whose names should appear on the November 5, 2024 general election for partisan offices through an unopposed primary election ballot;
4. the Utah Republican Party and the Utah Democratic Party declared their intent to participate in the 2024 primary election;
5. the Utah Republican Party permits only registered voters affiliated with the Republican Party to participate in their primary election;
6. the Utah Democratic party permits all registered voters whether affiliated or unaffiliated with a party to participate in their primary election;
7. Utah Code § 20A-2-107 prohibits registered voters from designating or changing their party affiliation after January 9, 2024; and,
8. Utah Code § 20A-2-107.5 permits registered voters who are unaffiliated with a party to affiliate with a party by giving a change of affiliation form to an election judge during the primary election.

• Notice is given that Duchesne County, in accordance with Utah Code Section 20A-4-104, will be conducting the Certification of Ballot Counting Equipment prior to the June 25, 2024 Primary Election. The Certification will be held on June 3, 2024 at 1:00 P.M. in the Duchesne County Administration Building - 734 North Center Street, conference room #1, Duchesne City, Utah, 84021. The Certification of Ballot Counting Equipment is open to the public.

In accordance with Utah Code Section 20A-6-305, Utah Lieutenant Governor Deidre M. Henderson hereby establishes the Master Ballot Position List, written procedures for election officials to use the Master Ballot Position List, written procedures for the Lieutenant Governor in conducting the randomization in a fair manner, and provides a record of the random selection process used.

Written procedures for election officials to use the Master Ballot Position List
In accordance with Utah Code Section 20A-6-305, election officers shall use the master ballot position list for 2024-2025 to determine the order in which to list candidates on the ballot for any election held during those years.
To determine the order in which to list candidates on the ballot, the election officer shall apply the randomized alphabet as so:
• The candidate’s surnames as listed on the declaration of candidacy
• If two or more candidates have surnames that begin with the same letter, the list shall be applied to each subsequent letter in the candidates’ surnames as listed on the declaration of candidacy
• If two or more candidates have an identical surname as listed on the declaration of candidacy, the list shall be applied to the candidates’ given (first) names as listed on the declaration of candidacy.

Written procedures for the Lieutenant Governor in conducting the randomization in a fair manner and record of the random selection process used.
The Office of the Lieutenant Governor will conduct the randomization process by drawing wooden letter tiles from an opaque bag and following these procedures:

1. A wooden tile with each letter of the alphabet printed is to be placed in an opaque bag.
2. Three individuals are to be selected to draw tiles out of the bag.
3. The order the individuals draw tiles out of the bag is selected at random by rolling the dice.
4. The person rolling the highest number on the dice picks first, the second highest roller picks second, and the lowest roller picks third.
5. Ties are broken by rolling the dice until one of the individuals in the tie rolls a number that is higher than the other person they are tied with.
6. Letters are pulled out of the opaque bag until all tiles are removed.
7. The order the tiles were picked from the bag became the Master Ballot Position List.
